If GPedit.msc doesn't have the network folder in Wind XP

> Run gpedit.msc again
> Right click Admin Templates->Add/Remove Templates. Click Add button
> Navigate to C:Windowsinf, select the system.adm file. Click Open button
> And "voila"! Admin Template folders for System, Network and Printers should appear
