The Rock veniva chiamata la prigione di Alcatraz, chiusa nel 1963. La leggenda racconta che mai un solo detenuto sia riuscito a evadere da quella "rocca" situata proprio nel mezzo della baia di San Francisco. È proprio in quella prigione, divenuta meta turistica, che un generale dei marines nasconde tre missili con testate di gas nervino: vuole protestare per come il governo ha trattato i reduci del Vietnam. Se non gli daranno un centinaio di milioni di dollari farà esplodere i missili su San Francisco. A risolvere la situazione vengono chiamati un chimico e un ex agente inglese, l'unico detenuto che sia riuscito, trent'anni prima, a evadere da Alcatraz. Complice un certo pentimento del generale, i due riescono nell'impresa.
